Dr. Billy E. Jones is a senior health and mental health care consultant with 25 years of experience working with corporations, governments and other health care organizations.

He was Chief Medical Officer for the Public Sector Division of Magellan Behavioral Health Services and the President/CEO of the New York City Health and Hospitals Corporation(HHC)

Tom Gramley has served in executive leadership positions in behavioral health throughout his career. His experience includes serving as CEO of South Florida State Hospital, Director of Community Services for two New York State psychiatric centers, and CEO of New York's largest Association for Retarded Citizens (ARC) which included a physical health clinic.

Tom now provides executive consultation in the areas of clinical service management and organizational re-engineering. He works with for profit hospitals and mental health and mental retardation agencies.

Amy Machtay has more than 25 years of experience in information systems, with 15 years specifically in healthcare database management systems development, data analysis, and reporting. Ms. Machtay has managed numerous successful start-up operations, deploying technology solutions from design phase through implementation. She is the former Senior Vice President of Care Management Technologies and worked previously with specialty managed care organizations Magellan and MedSolutions.

Her areas of expertise include Data Warehousing, Project & Change Management, Requirements Gathering, Database Administration, Testing & Quality Assurance, Problem Solving & Analysis, ETL Process Improvement, and Data Reporting. She is a professional member of the Health Information Management Systems Society.

With 25 years experience in senior and executive leadership roles in managed behavioral healthcare, community mental health, child welfare, and children's services Peggy has a keen and unique cross-systems understanding of the current forces and future trends in health care and social services.

Her experience includes serving as RVP of CIGNA Behavioral Health, SVP of Magellan Health, CEO of HopeRidge BH, and Deputy Secretary for Maryland Department of Human Resources (the state's child welfare and social services agency), and Vice President of The Meyers Group, an executive consulting firm. She also currently serves Baltimore's Mayor as a Commissioner for the Department of Social Services.

Mary Meacham brings to Boughtin and Orndoff Consulting 30 years experience providing and administering systems of behavioral health services in community and hospital settings. In addition she has chaired a number of provider advocacy groups and served as an officer on cultural and health related nonprofit boards of directors. As a consultant, Mary advises Medicaid funded organizations on adjustments to health care reform, especially compliance programming, and she is the author of a Medicaid audit and compliance program guide for providers. Mary has a BA from the University of California, Berkeley and an MSW from the University of Michigan. She is an LMSW in New York State.
